Minutes of the meeting for 2014 Board Meeting

 

Held on April 05, 2014 at Kabab Corner, 1001 Jefferson Blvd, West Sacramento, CA 94691 from 7 to 9 pm

Proposals discussed and voted upon.

 

  1. United CC will NOT be partnering with UCC-Lagaan (formerly known as Gujarati CC).United CC and BDS CC will be partnering in 2014 as BDSUCC-1 and BDSUCC-2.It also means that UCC-Lagaan of 2013 will be changing its name and re-entering SCA as a new club/team as an associate member as applies to new teams/clubs entering SCA.

  2. Proposal: Nomination of Honorary members. Suggested names were

    Ramesh Chellapilla    &    Sujit Kumar

     

    1. Vote:   YES-6               NO-0                Result – PASSED

       

  3. As of April 5, 2014, all teams have paid their registration fees except Gujarati Team. Some teams have sent scheduling constraints and some have not. Do NOT assume that constraints sent last year will carry forward. Send your constraints to SCA EC asap. Also note that the scheduler will try to help you with your constraints but there is NO GUARANTEE that all constraints can be accommodated. USACA insurance process has been started and information sent to USACA.USACA is processing it now.

     

  4. League Division:

     

    A division:       BDSUCC-1, Lodi CC, FCC-1, TCC-1, DCC-2, SSS Lions, DCC-1

    B division:       FCC-2, RCC, BDSUCC-2, GCC (Lagaan), Gladiators CC, Tigers-2

                (Elk Grove team have just withdrawn their registration)

     

  5. Most of the rules for A and B division will remain same as last year, like;
    1. A-division will play 35 overs a side game.
      1. Start time:8:30 AM (exceptions apply for ground conditions)
      2. First innings:8:30 to 11:15 am (2 hrs 45 mins maximum)-1 over penalty for every 5 minute delay to fielding team when they come to bat (assuming delay caused by team fielding first).
      3. Break: 11:15 to 11:35 AM (20 minutes)
      4. Second innings:11:35 AM to 2:20 PM (2 hrs 45 mins maximum) – for every 5 minute delay batting team will be awarded runs equivalent to 1st innings run rate (assuming delay caused by team fielding second).
      5. Game to start at 8:30 AM (exceptions apply for ground conditions).1 over penalty for every 5 minute delay on team responsible for delay.
      6. Colored clothes are mandatory. Umpire to enforce this rule.
    2. B-division will play 25 overs a side game.
      1. Start time:9:00 AM (exceptions apply for ground conditions)
      2. First innings:9:00 to 11:00 am (2 hrs maximum)-1 over penalty for every 5 minute delay to fielding team when they come to bat (assuming delay caused by team fielding first).
      3. Break: 11:00 to 11:20 AM (20 minutes)
      4. Second innings:11:20 AM to 1:20 PM (2 hrs maximum) – for every 5 minute delay batting team will be awarded runs equivalent to 1st innings run rate (assuming delay caused by team fielding second).
      5. Game to start at 9:00 AM (exceptions apply for ground conditions).1 over penalty for every 5 minute delay on team responsible for delay.
    3. Colored clothes are mandatory. Umpire to enforce this rule.

       

  6. Proposal: Pads to be colored also since we are using colored clothes and white ball:

    Vote:   YES-3               NO-3                Result – Tie.

    Tie Breaker vote of SCA President – YES                  Result - PASS

    All teams will have to use pads that are colored similar to their team clothing.

     

  7. Swapping of umpires with other teams will only be allowed if prior approval of BOTH teams and EC is obtained latest by 5 PM on Friday before the game weekend. Only exceptions are emergency conditions.
    1. Proposal to limit such swap to maximum of TWO was voted upon;

      Vote:   YES – 0                        NO – 6             Result – DID NOT PASS

       

  8. Proposal: All A-division games to have a 15 yards circle with minimum of 2 players in catching position during mandatory power-play.

    Vote:   YES – 2                        NO – 4             Result – DID NOT PASS

     

  9. 30 yard circle and boundary should be measured. Teams cannot use approximation. Exceptions only based on ground conditions.

     

  10. Proposal: FOOD to be provided by home team;

    Vote:   YES – 0                        NO – 6             Result – DID NOT PASS

  11. Proposal: In addition to 12 points being awarded to opponent team, the team that forfeits a game to be penalized 8 points.Maximum forfeit allowed is ONE. Second forfeit will result in team being suspended for the season;

    Vote:   YES – 6                        NO – 0             Result – PASS

     

  12. Proposal: In addition to penalty for umpire no show, the following additional penalties to be applied for umpire not showing up on time;50% reduction in umpire fees for the umpire showing up late and 1 penalty point for umpiring team if game cannot start on time because umpire(s) were late;

    Vote:   YES – 5                        NO – 1             Result – PASS

     

  13. ONLY ONE umpiring class will be offered this year. All players who did not get certified last year are encouraged to get themselves certified now. Those who got certified last year need not get re-certified, but are welcome to attend the class. This class is FREE.

     

  14. Each team needs to have at least 6 certified umpires at beginning of season. Umpiring fees are:$60 for ICC certified umpire, $50 for SCA certified umpire, $30 for uncertified umpire. At least one certified umpire must be sent for each umpiring assignment otherwise umpiring team gets penalty points equivalent to umpire no show.

     

  15. SCA will form a Grounds Committee which will inspect each ground for play worthiness before start of league season. Please get your grounds ready before the inspection.

     

  16. League season expected to start from April 19/20 or April 26/27.

     

  17. SCA will look into forming a “Umpires Only” club which will consist of non-playing individuals who are interested in umpiring.Such neutral umpires can be invited for playoff games.

     

  18. Trophies will be given to ALL players of playoff finalists in both divisions (winner and runner-up teams) who have played at least 50% of the league games for that team. SCA will also consider giving trophies for major milestones.

     

  19. Regional Game(s) will be held during July 4th long weekend (July 4, 5, 6).All teams are requested to send their best players for this game(s).However, any player who is selected in the team for Regional game and cannot make it needs to inform at least one day before tournament day. Uninformed NO SHOW will be suspended for at least 3 league games and will not be considered for regional team in future.

     

  20. SCA will also have one or two ALL-STAR game(s) during the league season mostly on long weekends when no SCA league games are scheduled, and a SCA WORLD CUP tournament at the end of regular SCA season.
